Russia is building a secret spy base in Kaliningrad, its heavily militarized exclave that borders Poland and Lithuania, both NATO members. The base is located near the town of Chernyakhovsk and is designed as a huge circular antenna array. Satellite images show several concentric antenna rings, security fencing, and access roads, all pointing to a large-scale signals intelligence facility.

Experts believe the installation’s purpose is to intercept NATO communications, monitor troop movements, and possibly communicate with Russian submarines operating in the Baltic Sea and beyond. Its position is highly strategic, sitting just a short distance from NATO’s eastern flank, allowing Russia to keep a close electronic watch on allied forces and activities across the region.

Construction began in 2023 with clearing land and building roads. Over the following two years, the structure grew rapidly. By the middle of 2025, the base had its full antenna layout in place, along with checkpoints and perimeter security, suggesting it is close to becoming operational.

This development has raised alarm among NATO members. The new spy base represents a significant expansion of Russia’s intelligence-gathering capacity at a time when relations with the West remain tense, further intensifying concerns about surveillance and regional security.
