CAPTION: International finance leaders are working on plans to deal with the economic crisis that has roiled nations and sent food and energy prices soaring. The World Bank's policy-setting committee was focusing Sunday on the fallout on developing countries, especially poor ones where the agency is trying to help reduce poverty. The session marked the end of spring meetings for the bank and the International Monetary Fund. (April 13)

International finance leaders say they need to improve their responsiveness to events that cause commodity prices--like food and fuel to jump.

"HUNDREDS OF THOUSANDS OF PEOPLE WILL BE STARVING. CHILDREN WILL SUFFER FROM BAD NUTRITION WITH CONSEQUENCES ALL OF THEIR LIVES
On Sunday, officials of the World Bank and International Monetary fund wrapped up their meetings in Washington. They say countries must close a half-a-billion dollar food gap--partly brought on by inflation.

BECAUSE IT MAY BE THE ROOT OF A LOT OF CONFLICT IN THE FUTURE. IF FOOD PRICES GO ON AS THEY ARE TODAY, THEN THE CONSEQUENCES ON THE POPULATION IN A LARGE SET OF COUNTRIES, INCLUDING AFRICA, BUT NOT ONLY AFRICA, WILL BE TERRIFIC."
The head of the World Bank says in many developing countries, the poor spend up to three-quarters of their income on food. They are particularly hard hit when they have to pay more to eat.

"SO IT IS NOT ONLY A QUESTION, A HUMANITARIAN QUESTION, IT'S NOT ONLY AN ECONOMIC QUESTION, IT'S ALSO A DEMOCRACY QUESTION AND AS WE KNOW, LEARNING FROM THE PAST, THOSE KIND OF QUESTIONS SOMETIMES END INTO WAR."
A frequent critic of the I-M-F says rich countires are largely responsible for the global food crisis because they have cut aid to developing countries. Oxfam also says that demand for biofuel production is responsible for almost half the increase in the demand for food crops.
