This happened when I won in a cc giveaway of 1k and I asked him if I could 1v1 his neo metal sonic which he agree to do. This short video shows me battling a 1v1 match with a new developer only character called Neo metal sonic, one of my favourite characters in the sonic community. I'll explain what the confirmed moves are which @SonoIsSoulless Confirmed. Idk why the ping doesn't work for you but I'll still credit him there

He has 4 confirmed abilities: Thunderdrive, Overdrive, Zip dash/Tri bolt, and Overcharge.

Thunderdrive: When neo metal sonic uses this ability, it will summon a blue shield like act that is similar to old frisk act, any exe that makes contact with it will get stunned. Is not just 1 stun, you can actually stun more than 1 target as it doesn't disappear when an exe touches it. so basically, you can hit like exe 2-3 times until the shield wears off.

Stun duration: 3 sec

Overdrive: Unlike TD metal sonic where it automatically charges, this ability requires you to charge his overdrive push, imagine using sonic spindash. When the bar full, Neo metal sonic will dash through and when an exe gets hit, they will be pulled along with them making them not able to attack until the push duration ended.
CD: 45
Push duration: 5 sec

Zip dash/Tri bolt dash: Imagine this as OM v1 dash where he can dash mid air, not sure if this requires to jump but it can be used to the ground. It has a limit on how many dashes that you can use.
CD: 30
Dash usage: 3 limits

Overcharge: The longest Stun and cooldown in the game, Neo metal sonic will stop moving and curl up into a ball, once he finishes it, he explodes in a big radius that will stun any exe that makes contact with, stunning them for 7 seconds and knocking them back far away, this looks like Metal sonics self destruct but it doesn't kill him.
CD: 105
Stun duration: 7 sec

Fun fact: He has 250 Hp in the start of the game as default, he cannot be down, meaning that if his HP reaches 0, he dies instantly just like how OM Metal sonic works but without the explosion.
Normal hp: 250
Double trouble hp: 350
Triple trouble hp: 500

TL:DR

Thunderdrive: It acts like eggman's TD electric shield where you get stunned by being near but can hit more than one.

Overdrive: The faster version of normal push but with more push duration.

Zip dash: OM dash of V1 but with 3 usage limits. It also travels more.

Overcharge: Metal sonic TD self destruct but doesn't let himself be killed but with a larger cooldown.

Does neo metal sonic talk to his dialogue?

Well, yes he does, he say his lines on the dialogue text when using overdrive. Like 'lll crush you and it's too late' he says it in words not beeping sounds like sonic does in DC.

Does he have his own dialogue to different killers?

I'm not sure yet about this unfortunately.

What were his old cooldown?

All of them were 40 except overcharge but for extra trivia, Sono changed some of the cooldown. All of the 3 abilities which is ThunderDrive, zip dash, and overdrive were all 40 sec cooldown.
