thermal equilibrium can be defined by two ways:

when two thermodynamics system are put in contact with each other then there can be two possibilities: either the contact wall is insulating or conducting

case 1) : when the wall is insulating
then there will be. no transfer of heat from one system to other hence their parameters like temperature pressure volume etc will not change with time so they will seperately be in thermal equilibrium

case 2 ): when the wall is conducting
then there will be transfer of heat from the body at higher temperature to the another body at lower temperature and this transfer will continue until both systems attain the same temperature then they are said to be in thermal equilibrium
