Having found all minor targets whilst exploring Earth, The Moon and Venus I know that some targets have yet to appear as bounties as of writing this but even if the targets don't appear by creating the list these targets can be found and their grimoire cards can be added to your collection, while these can be found in patrol some can appear whilst on story missions when story doesn.t require the area.

The target is a High Servitor located outside the Temple of Crota this one was found by accident after encountering a lv28 swordbearer captain and followed the captain to the target

As of posting this vid the target has yet to appear as a bounty
