The Steel Mill is being guarded by two thugs with sniper rifles. They're standing of the destroyed overpass. Sneak up behind them and take them out without being seen. Then, continue to Joker's Funland.

Last time, you were able to enter the Steel Mill through the furnace, but this time it's generating too much heat. You'll need to enter through the heat exchanges on the south side of the building. 

On the way there, you'll encounter numerous armed thugs. Take them out quietly, and you'll be able to continue without a single shot fired.

When you enter the mill, immediately take out the three thugs inside near the entrance. You can surprise them from behind and quickly defeat them.

Rushing water will be blocking your path. Use the Freeze Blast on the water to create a floating ice block for you to stand on. 

Then, use your Batclaw to pull yourself downstream and around the various obstacles that block the water's path. When you're able to get off the water, use the ventilation shaft to your left. 

Glide off the ledge over the rushing water and toward the window. Perform a Glide Kick on the thug that's on the other side of the window with his back facing you. 

When you bust through the window, you'll enter a room with six thugs. Beat them all up and continue to see Joker's message on the TV screen.

When you enter the Cooling Tunnel, two of Joker's thugs are interrogating one of Two-Face's thugs. Beat up the two thugs and rescue the captive thug. Soon after you rescue him, though, he'll try to attack you. Beat him up for being ungrateful.

Use the Explosive Gel to blast through the weakened wall, then use the Freeze Blast to create another frozen block for you to stand on while you navigate your way down the rushing water stream. 

Again, use your Batclaw to pull yourself faster down the water. Head to the right before you reach the dead end, then use the Line Launcher to get yourself across the rest of the water. Use another Freeze Blast to stop steam from blocking your path.

When you reach the giant metal corkscrew-type door structure that blocks your path, throw a Remote Controlled Batarang at the electrical voltage to give it an electrical charge. 

Then, navigate it around the corner to the left to activate the fuse box that controls this door to unblock your path.
