The National Institute of Science Education and Research (NISER), located in Bhubaneshwar, is a singular institution in India dedicated to the creation, dissemination, and preservation of knowledge in the basic sciences, all while integrating efforts to instill a passion for science in the minds of the nation's future leaders. The Institute is associated with the Homi Bhabha National Institute (HBNI), a designated research institution in Mumbai that manages the academic programs at institutions under the Department of Atomic Energy (DAE) umbrella.

The 300-acre NISER campus is located in Jatni town, 25 kilometres from the Bhubaneswar city centre, on land that the people of Odisha kindly gifted. The general area includes the AIIMS campus and the IIT Bhubaneswar campus. In close proximity is the railway connection at Khurda Road. The Institute began operating from the current location in July 2015, nine years after the idea for its establishment was announced by Shri Dr. Manmohan Singh, the then-Prime Minister of India, on August 28, 2006. Following the Union Cabinet's permission, the institute was formally established on September 6, 2007. The institute commemorates this day as its founding day. On September 10, 2007, at the Institute of Physics campus, the Chief Minister of Orissa, Shri Naveen Patnaik, officially launched the academic programme. On February 7, 2016, the Honourable Prime Minister of India, Shri. Narendra Modi, officially opened the Institute on the Jatni campus.
