Accessing credit is an ordinary part of modern life. However, it is the poorest in our society who pay the highest price -- a 'poverty premium' -- for credit and who risk paying the highest price for becoming burdened with problem debt. Such serious or out-of-control debt, the use of one loan to pay another, can accelerate a downward spiral of poor mental health, bankruptcy and family breakdown.

In Breakthrough Britain, the CSJ presented the destructive impact of serious personal debt. It addressed a problem that pre-dated the recent economic crisis: fuelled by the ease of access to credit, an aggressive consumer lending market, the absence of a savings culture and of basic levels of financial capability.

Despite lower levels of lending, our stock of personal debt means the dangers have only intensified as a consequence of the financial crisis and subsequent recession.

In light of this, Breakthrough Britain II will set out the terrifying consequences and scale of serious personal debt in Britain. We will identify the primary drivers of the problem, its concentrations in particular neighbourhoods and the overall state of over-indebtedness in the nation. We will also provide policy recommendations to curb the incidence of unmanageable personal debt and give people the capability to avoid its downward spiral.
