Arknights: Shu EX Stages plus challenge! (due to internet issues stream ended abruptly)

The Challenge: What ill be calling Interlocking Commissions from now on, based on the Pallas event from the past called Interlocking Strategies.
Rules:
1. As per Interlocking Strategies, Interlocking Commissions will work as follows, if I use an operator on a stage. (F.E. Using Fang on stage 1) That operator can not be used for any other stage after I lock it in. (F.E Fang wouldn't be available for any other stage except stage 1 once i lock her into that stage.)
2. Ling is banned as I feel using her will allow one stage to only require her.
3. Tutorial Stages count! If an operator is used in a tutorial stage or there is a set team those operators CAN NOT be used.
