STORYLINE:
The Turkish defence minister Vecdi Gonul, told journalists in Kiev why the parliament in Ankara had agreed to authorise cross-border forays for the Turkish army to tackle Kurdish insurgents.
"They have located there and they harmed our people, our children, our women and our soldiers of course. So, our boys are dying. I explained the public opinion suffers so much. That`s why we have the decision from the parliament for cross border operations", he said during a visit to Ukraine.
Gonul was in Kiev for multi-national talks on missile defence, Afghanistan and the Middle East, talks also attended by the US Defence Secretary Robert Gates.
Just hours before Gates landed in Kiev, reports said Kurdish rebels ambushed a military unit near Turkey's border with Iraq, killing at least 12 soldiers and putting more pressure on the Turkish government to stage attacks against guerrilla camps in Iraq.
"I told him", said Gates, "that restraint should not be confused with weakness. I thought that a major war operation would be contrary to Turkey`s interests as well as to our own and that of Iraq."
He said he told Gonul that Turkey and the US should work together and that Washington was very mindful of the threat posed by Kurdish nationalists of the PKK) Kurdish Workers' Party), considered a terrorist organisation by the US.
The talks were called by the Southeast European Defence Ministers, a 12-nation group created in 1996, at Washington's initiative, to promote security cooperation in the volatile Balkans and to facilitate cooperation with NATO, the US-led alliance that is an irritant to the Russians.
Gates was also holding talks with top Ukrainian government officials to sound them out on Russia and to assess political developments in this country, which is struggling to emerge from prolonged political turmoil.
Gates arrived Sunday for his first visit to this former Soviet republic since he was CIA director in 1992.
Later in the week, Gates is to hold talks with Czech government officials in Prague on the state of negotiations with Washington on a plan to place an advanced radar in the Czech Republic as part of a proposed European arm of the US missile defence system that is now based mainly in Alaska and California.
On Wednesday and Thursday, Gates is due to meet NATO defence ministers in the Netherlands, where the international effort to stabilise Afghanistan is expected to be the central topic.
