Doom's Beliefs
This moment is about Doom and his own beliefs. Doom believes that he is right and that he is going to be the world's savior and ruler and that his future Doomworld is worth all the horror it may take to get there.
The Panther God realized that Victor's belief in that future was absolute and that helped him pass this "purity" test. It definitely doesn't mean Doom is actually right.
