The Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India (SHANTI) Bill, 2025, is one of the most significant shifts in Indian energy policy since 1962. While it promises to unlock 100 GW of clean energy by 2047, it has also triggered intense debate.

The primary “impact” of this bill is the privatisation of risk. By shifting from a state only model to a private participation model, the government is essentially betting that private capital can do what the public sector couldn't - scale nuclear fast. However, critics argue this comes at the cost of public safety and transparency.

The Critical Flaws of the SHANTI Bill

Section 39 of the Bill overrides the RTI Act. From now on, safety audits, plant designs, and even leak reports can be hidden under "restricted information."

No transparency = No accountability.

If a private plant fails due to a faulty reactor, the manufacturer is now legally shielded. Why should a global corporation get a "free pass” while Indian citizens live with the consequences?

Private companies keep the profits, but if a disaster occurs, YOU pay. In the Bhopal Tragedy, Union Carbide paid a $470 million settlement, but Indian taxpayers have spent over ₹13,000 Crore on relief, nas pushed a healthcare, and cleanup since 1984. The SHANTI Bill makes this "taxpayer-funded backup" the law for nuclear energy.


Only government-authorized officials can file criminal complaints for safety violations. If a leak happens in your backyard, you can't even take them to court.
