Went to Wyoming twice this year and both times I ran into problems accessing huge plots of public land. We are talking about thousands and thousands of acres of public land.

Both times an outfitter had leased up all the private land around the public land and then berricaded the roads that lead to the public land and did not allow access. In order to access you had to pay for the outfitter to guide you and averaged around $4,000.

How is this ok and how is the state of Wyoming ok with this?
