Floating Notekeeper can show any note you want as a sticky note on top of your other apps.
You can save and edit multiple notes, place them on the screen with drag&drop, resize them, choose different color themes featuring customized transparacy and much more.

This video should give you a first impression about the app.
It is really helpful to organize your TODO-lists, a groceries shopping list but also for recipes and guides to acomplish tricky mobile-games.
