21/02/2024 Update. The January 2025 Windows update installs a new driver 3.9.2024.9
This newer driver has the same problem and the fix still works.
However if you have done the fix and Windows updates you may have to go through the process again.

After Upgrading my computer to Windows 11 I had some ESP8266 D1 Mini and Arduino UNO with the CH340 chips fail to upload while others continued to work.
The boards work pefectly under Windows 10 but fail under Windows 11 with messages like:
avrdude: ser_open(): can't set com-state for "\\.\COM5"
Failed uploading: uploading error: exit status 1
