Dynamic STALLS, STALL Chains, Spin to STALL on a 2-liner (PHI Scala)

There isn't much left to do on SIV when you're on a 2 liner, so stalls it is. Fortunately there are some ways to spice things up a bit, and this is what we've done with Airlinks this autumn.
