Описание к видео US finds toxins in 'nontoxic' nail polishes

(11 Apr 2012) 1. Mid of nail polishes that are said to be toxic
2. Various close shots of nail polishes said to be toxic
3. Wide of news conference
4. SOUNDBITE: (English) Karl Palmer, California Environmental Protection Agency, Department of Toxic Substances Control (DTSC):
"What is in their products? How do we know that these labels are accurate? How can we have some kind of standard that says "Yes, it's not just what is in the label is accurate but that you can support it with some data behind it". So that those of us in government, that the people that buy these products as nail-salon owners and the people that use these products every day have some confidence what they are purchasing is in fact safe for them."
5. Close of nails being polished
6. SOUNDBITE: (English) Julia Liou, California Healthy Nail Salon Collaborative:
"We are alarmed and deeply troubled by the results of the DTSC report, which clearly highlights yet another challenge that the over 400-thousand licensed nail technicians and cosmetologists face. Misrepresenting that a product is free of chemicals that are known carcinogens and reproductive, neurological and development toxicants is a major public health issue, and interferes with nail salon workers' right to a healthy and safe workplace environment and also a worker's right to know."
7. Close of sign reading "Department of Toxic Substances Control"
8. SOUNDBITE: (English) Lisa Archer, Campaign for Safe Cosmetics:
"It is disturbing to see that some companies are not being honest and are continuing to put known hazards in their products. Decades of research indicate that dibutyl phthalate (DBP) can cause birth defects, toluene is a potent reproductive toxin, formaldehyde is a known human carcinogen. These chemicals have absolutely no place in products we put on our bodies and especially not in products that exposes salon workers day in and day out to dangerous chemicals and fumes."
9. Mid of woman getting nails painted
10. Close of woman getting nails painted
11. SOUNDBITE: (English) Julia Liou, California Healthy Nail Salon Collaborative:
"A manufacturer's failure to be transparent and accurate about their product ingredients - demand that they be held accountable for their actions. No worker should have to suffer a health impact due to a manufacturers false claims."
12. Mid of woman having nails painted
13. Close of nails being painted
14. SOUNDBITE: (English) Tina Bui, Manicurist for 17 years:
"I'm very upset that they say 'No chemicals', but it is, so very upset, so I hope, you know, like the state or the government think about this and make it, like, by law that if you say 'No' and if you have it, they have to have, like, punishment or, like, penalty for those products producer."
15. Mid of adverts for nails in window display
16. Close of sign reading "Oakland Nails and Beauty"
17. Close of poster showing painted nails
STORYLINE:
Some nail polishes commonly found in California salons and advertised as free of a so-called "toxic trio" of chemicals actually have high levels of agents linked to birth defects, state chemical regulators said on Tuesday.
A Department of Toxic Substances Control (DTSC) report determined that the mislabelled nail products have the potential to harm thousands of workers in more than 48-thousand nail salons in California, and their customers.
The use of the three chemicals in nail products is legal if properly labelled.
But agency officials said the false claims may violate a state law that requires disclosure of harmful chemicals in consumer products.
