This started out with a pose. Not sure of whom it belonged to. Could be anyone. The body type looked kind off skinny. Not a bulked character maybe a sidekick.
There haven't been to much of Night wing on here at all. So, Dick Grayson, gets to shine.

A much broader ink marker was used on the suit. It is almost black. It si supposed to be. They color it blue. It's the color of black ... or something. It's what they do with Superman's hair. Put a little blue and you understand that it's black.
