"Predatory Towing" is seen as a grey area in terms of legality in most places, the practice though has come under recent scrutiny as many local governments are adding provisions to prevent tow companies from taking away your car with no notice or complaint. Usually, predatory towing involves tow trucks patrolling around and looking for cars that have parked illegally or have violated a private parking lot's rules. It is considered a grey area because there was no call or complaint about the parking job, but at the same time, there is usually a rule or law broken. At worst case scenario, a tow company steals your car for no reason at all and uses extortion to get your money.
