Government changes stand on Captain Saurabh Kalia?

Minister of External Affairs Sushma Swaraj has announced that the Government will change its affidavit in the Capt. Saurabh Kalia torture case and seek the Supreme Court's opinion on whether the country can move the International Court of Justice against Pakistan. This development comes after a furore erupted when Government said that it will not move the ICJ against Pakistan in the Capt. Kalia torture case. The Minister said that this was "an exceptional circumstance" and hence the government would amend its affidavit. Capt. Kalia of the Jat Regiment was among the 6 people who were captured by Pakistan during the Kargil war in 1999. Kalia was brutally tortured and killed in captivity. Their bodies were returned in a mutilated condition by Pakistan. Speaking to the media, Capt. Kalia's father, NK Kalia has been critical of the government, stating that neither the UPA nor the NDA have a clear-cut policy towards Pakistan.
