Pollution levels in the national capital as well as parts of North India are at severe levels with Delhi government declaring a national health emergency. Odd-even scheme was rolled out today, once again to combat the severe level of air quality. State ministers of Haryana and Punjab has been constantly blamed as they have been unable to put a stop on stubble burning which, according to Delhi government, a major contributor to the bad air quality. Is the a solution to this problem and if there is, what can we do about it? NDTV's Sanket Upadhyay explains.
