A new audit of Metro paints a damning picture of the safety culture at the transit system’s rail operations control center, and alleges that the culture it does have is one of racial and sexual harassment, dysfunction, and “unacceptable safety risks.”

The Washington Metrorail Safety Commission made public Tuesday a 50-page safety audit of the rail operations control center (ROCC), which oversees the movement of trains and personnel in the Metrorail system and plays a major role in handling emergencies in the system.

The report says despite an accident near Fort Totten in 2009 that killed a total of nine people on the Red Line, plus a 2015 smoke incident that led to the death of an Alexandria woman near L’Enfant Plaza, “this audit demonstrates that still, in 2020, Rail Operations Control Center (ROCC) management has not created an effective safety culture.”

The Washington Metrorail Safety Commission (WMSC) says in the report that although no one was seriously hurt, the response to a smoke incident on Dec. 10, 2019 had “striking similarities” to the fatal 2015 incident, and left the WMSC concerned enough that it sped up its efforts to investigate Metro.
