Hysteresis lies between the concepts of combinational and sequential, where the behaviour of an electronic component or subcircuit contains no state but still depends on previous state. One incredibly common example is the Schmitt trigger (or a 555 timer used as one), which is often used as a switch debouncer. The 74x14 chip is a TTL chip, which means it's designed for signals up to 2V, but will of course work with signals higher (but if you're not using TTL circuitry, a CMOS Schmitt trigger chip would be a better idea).
