Silo Season 2 Episode 4 revealed Bernard kills Judge Meadow and convinces Sims at the conclusion of Silo Season 2 Episode 4 to make Meadows' death appear to be murder.

Shirley and Knox discover that Mechanical is always blamed for any form of rebellion, and then IT and Judicial use some pretext or another to make them quiver in dread, ensuring that the Deep Downers do not even consider shutting down the silo and continue to labor indefinitely. So, Knox and Shirley, together with Walker & Carla, decide to go before Judge Meadows, threaten to kill the electricity to the silo, and demand the truth rather than take up weapons.

Sims wishes to employ great force to prevent this suggestion of a protest, but Bernard cautions against it. Sims informs Bernard that Meadows' choice to speak with Mechanical & Lukas Kyle (who was detained because of his relationship with Juliette & the fact that he knew she possessed a red-level relic) is not a good one. This is how Bernard discovers that Sims is suspicious of his connection with Meadows, but instead of worrying about it, Bernard tries to prevent Meadows from attending the aforementioned meeting, and Meadows reminds him that he can only speak with her if she has her cleaning suit on.

Meanwhile, Sims plans to persuade the inhabitants of the silo to impeach Meadows because she is hosting the Deep Downers, who are terrorists in the view of the Mids & the Up Toppers, in the hopes that this will compel Bernard to listen to him. Meadows meets Lukas before Sims' effort to impeach her, and she questions him about the stars to check that the world beyond the silo is as portrayed in scientific books. In exchange, she shortens Lukas' tenure in the mines to five years, and she then visits Bernard to discuss the ongoing impeachment campaign.

When Meadows says that she would’ve never allowed anyone from Mechanical to actually go outside, Bernard realizes (or at least pretends to realize) that he has misjudged Meadows. Hence, in order to apologize for his overreaction and to give her the suit, Bernard invites Meadows to his apartment for a quiet dinner. That turns out to be Meadows’ last meal because Bernard poisons her mushrooms and kills her. Why? Well, so that he has something truly criminal to pin on Mechanical.

Sims makes a passionate appeal to the silo residents to unleash hell on the Deep Downers, prompting Knox, Shirley, Carla, and Walker to flee. Meadows did bring up Salvador Quinn & a 140-year-old coded message before her death, and Bernard attempted to uncover a link between that message & Meadows' act of resigning her employment as Bernard's shadow, but he failed. What did that telegram say, and how may it have benefited Bernard? Your estimate is as valid as mine. I have a hunch it had something to do with the purpose of the silos' development, what had truly happened to the globe, and whether or not there was a method to solve humanity's problems.
