Welcome to day 3 of our 2021 Conference on Cyber Norms. This day features a keynote by Herb Lin (Senior research scholar for cyber policy and security at the Center for International Security and Cooperation and Hank J. Holland Fellow in Cyber Policy and Security at the Hoover Institution, both at Stanford University) and panels on "European Cybersecurity: Redefining Sovereignty" and "The Covid Pandemic: Lessons and Challenges for Cyber Stability".
