The House of Representatives has passed a resolution directing the office of the Accountant General to henceforth deduct water, electricity, and all other forms utility bills (debts) owed companies and service providers by Ministries, Departments, and Agencies of government from source.

To achieve this, the House resolved after debating a motion sponsored by Honorable Kingsley Uju, to mandate the committee on Appropriation, Public accounts to summon a meeting of the heads of MDAs and the office of the Accountant General of the Federation to work out a blueprint for direct debit of utility bills payment of federal ministries, departments, agencies, and parastatals of government.

Approving the resolution, the lawmakers noted that it was necessary to expose government MDAs, who refuse to pay their utilities bills, as at when due to the utility providers because they are government agencies, first, and thereafter, design a method to get the bills paid by removing such monies from their various accounts- subheads in the office of the accountant general of the federation and pay the service providers directly.

For instance, investigations carried by the House, revealed that the MDAs find it difficult to pay their electricity and water bills, and when they do, they pay in peanuts after years or months of accumulation, despite such provisions in their annual budgets, often approved by the parliament during budget defence.

The lawmaker who represents, Ohaji/Egbema/Oguta/Oru-west Federal Constituency of Imo State, noted that the motion was for a proper and convenient means of ensuring that government ministries and agencies, paid their bills in future from source without owing the providers.

According to him, making the collection of the bills easy for the utility providers will in turn make it easy for the providers to play their own role of paying government fees, charges and thereby boosting Government internally generated revenue.

He, however, added that the resolution will assist the utility providers access a direct debit means of collecting the utility bills directly from sources of government funding, which the office of the Accountant Generation of the Federation will be most competent to achieve.
