APPROVED BY CONSULAR AND GOT VISA REFUSE? WHAT HAPPEN?

I came to the US Embassy as scheduled on July 18, 2022 at 8:00 o’clock in the morning for the interview Re: J1 visa application complete with all the required documents.

I was interviewed by Officer John Bingham, who signed my DS2019, kept my passport and other supporting documents and instructed me to wait for my Visa in two to three weeks. I felt very positive and blessed to hear that one great news that I am given the chance to have my training in the US. I was so happy because I was assured of the opportunity to be mentored and be guided by highly trained professionals in my chosen career. I immediately informed my sponsor of the approval of my Visa. The training and the certificate that I could get in the US would be an award worth sacrificing for and would serve as my merit in education and experience upon returning home in the Philippines. Back home, I started to arrange matters related to my travel in which August 1 is the start date of my training. My sponsor (Intrax) sent me their confirmation letter and necessary documents and insurance coverage. I also informed my host company (Pillars Hotel) about the grant to proceed with the training program and they give assurance to pick me up with arranged hotel accommodation. I already bought a non-refundable airline ticket (please see attached) as a requirement for both my sponsor and host company to fix dates of departure and arrival.
Attaching my passport, original and consul signed DS 2019 and related documents for my visa application during my interview. Also attached my personal documents, bank certificates, family property holdings and attestations of my personal and family ties in the Philippines which are proof of going home after finishing my contract.
But contrary to my hopes and aspirations, on July 26,2022, the parcel where my unstamped passport, signed DS 2019 and a blue form, containing notice that I was DENIED were delivered.

August 8, 2022 I deliver all my documents to them again with appeal letter concerning my issues. August 23, 2022 they return all my documents and still didn’t put my VISA.
