During the atmospheric river storms in January 2023, the City of San José set up two 24-hour emergency evacuation centers for unhoused residents living near creeks and waterways. Following the storms, these residents moved to Emergency Transition Facilities – temporary, safe places to stay while they await more permanent housing.
