The problem with the Downfall mission in Destiny 2 is that it is part of the planet Neptune Lightfall campaign and required to progress in the storyline to get to the new Destiny expansion, the Final Shape.

What is interesting about this mission is that its location is not where it appears to be on the map. On the map, it lists the location as being amongst the cloud neptunian people, or maybe even on a rooftop to the left of Strider's Gate, but the reality is that unless you mark the Downfall mission with a waypoint, the Downfall mission will not be found where it appears on the map.

The Downfall Mission is directly across from Strider's Gate on a roof with the green essence floating in between the roof and Strider's Gate, also the location where Nimbus sits, or in this case, Nimbus floats.
