The NATIONAL BROODSTOCK DEVELOPMENT PROGRAM aims to address the need for independent, market-driven, programmatic and diversified aquaculture industry through the development of breeders of farmed fish species in existing government facilities. Matured breeders may be leased out, and eggs/larvae produced can be sold to qualified fish hatcheries. This way, costs incurred by the private sector is kept low, which eventually will be passed to the rest of the food chain.

The NATIONAL CRAB DEVELOPMENT PROGRAM encourages crab fattening and the production of soft-shelled crabs in brackishwater crab ponds and in areas planted with mangrove propagules under BFAR's five-year Philippine National Aquasilviculture Program or PNAP.

The NATIONAL SHELLFISH DEVELOPMENT PROGRAM provides alternative simple and sustainable livelihood to municipal fisherfolk through raft-farming of mussels and oysters in pre-identified production areas. The program integrates relevant measures to ensure quality and safety, post-harvest, and marketing as well as resource conservation.

The COMMUNITY FISH LANDING CENTER (CFLC) PROGRAM provides artisanal fisherfolk a concrete facility equipped with two units of freezer and stainless steel fish stalls. The facility will eventually be operated by the fisherfolk as a hub for landing and auction of fish and other seafood products as well as a training center for fish processing, value adding, conservation and protection of fisheries resources.
