The United States has warned Rwanda over what it calls a violation of a recently signed peace agreement in eastern Congo. U.S. Secretary of State Marco Rubio said fresh fighting in South Kivu, blamed on Rwanda-backed M23 rebels, threatens the U.S.-brokered deal signed just last week. The M23 captured the strategic city of Uvira, leaving residents cautious amid ongoing tensions. At least 400 civilians have been killed, over 200,000 displaced, and more than 30,000 refugees fled into Burundi, raising fears of a wider regional crisis. Rwanda denies responsibility, claiming its troops act in self-defence.
