On some infiltration missions, it's perfectly viable to send just a single soldier and still get a flawless rating.

I recommend a Shinobi specialized in the left side of the tree. In this video, I only have Phantom and Covert promotions, together with a modded LMG (silencer for faster infiltration times, laser sight for higher crit chance and stock for steady weapon). It's not ideal, but you learn to live with what you got available.

It will be a lot easier to pull this sort of mission off once you get the Laser or Magnetic LMG's and even easier with the Conceal promotion, but thats further down the line.
