In the newly released policy address, the Chief Executive advocated for a district-based and prevention-oriented primary healthcare system to ease the pressure on the ageing population and the strain on public hospitals. The Health Bureau recently announced the "Primary Healthcare Blueprint", which promotes prevention-oriented, community-based, and family-centred primary healthcare. Additionally, the Bureau suggested that community primary healthcare be developed based on the district health centre model, so as to ease the burden on public hospitals caused by the ageing population.
