Rule 21 interconnection program by the California Public Utilities Commission (CPUC) require DER (Distributed Energy Resources) above 1MW to send Telemetry Data to the host Utility over IEEE 20305 protocol. IEEE 2030.5 is a secure, scalable, and consumer-friendly application-layer protocol built upon standard Internet protocols and recommended by IEEE 1547 Standard for Interconnection and Interoperability of DERs with Associated Electric Power Systems Interfaces. California Smart Inverter Implementation Working Group (SIWG) also published “Common Smart inverter Profile” based on IEEE2030.5 for inverter communications. Further to CPUC regulations, the California IOU’s are required to provide customers with a low cost customer owned telemetry option to send telemetry data to the Utility. PG&E has approved two vendors including ASE to provide Low-Cost Customer Owned Telemetry.
