Project Overview
Since the Age of Exploration, Keelung has developed into a key port in Asian maritime trade. Fortresses from the Qing Dynasty and harbor infrastructure from the Japanese colonial period shaped the city's strategic and urban foundations. After World War II, Keelung Port flourished as an industrial and commercial harbor, but its role gradually declined following the development of Taipei Port, leading to a period of urban stagnation.
In recent years, cruise tourism has introduced new opportunities for transformation. In response to the Ministry of Transportation's “Cruise Home Port” policy, Keelung City has launched the “Port-City Regeneration Flagship Program” and the Keelung MRT project, adopting a public-infrastructure-led urban regeneration strategy. While most completed projects are concentrated in the inner harbor area, the Dong 4–5 Piers and the former Weihai Military Camp—released under the “military port relocation” policy—occupy approximately 3.0 hectares of contiguous land and represent a critical
site for the next phase of port-city transformation.
This project focuses on the East Pier 4 & 5, the Weihai Military Camp, and their surrounding areas. While accommodating cruise operations and commercial functions, the design workshop proposals aim to generate diverse urban activities, enhance pedestrian connectivity, and link local tourism resources, thereby activating the regeneration of Keelung's port area.
