No commentary otherwise, just noticed that the existing guides did not show inputs. The gist of it is to flip the bike a bit to the right of the center of the portapotty so that the back of the bike hits the center with the wheel still on roof. If the wheel leaves the roof, the ten second timer starts over. Once you're in position, stop using the brake and gas, and use the D-Pad over the control stick to stabilize yourself.

Once the fireworks go off, you're done, the achievement unlocks a few seconds later.
