Canada’s recent immigration policy changes are set to have a significant impact on temporary workers and international students, including many Indian nationals. Immigration Minister Marc Miller announced that nearly five million temporary permits held by foreign workers will expire by the end of 2025. Holders of these permits will need to either renew them or transition to permanent residency, a process that is expected to become much more challenging under the new restrictions.

In addition, approximately 766,000 study permits will expire by December 2025. While some international students may remain in Canada through postgraduate study programs, many will face uncertainty regarding their future. The restrictions align with the Trudeau government’s plan to limit both temporary and permanent immigration over the next three years, aiming to address Canada’s growing concerns around housing, healthcare, and infrastructure.

Under this policy, the number of permanent residents entering Canada in 2025 will be reduced by 21 percent, dropping from 500,000 to 395,000. By 2026, the number of temporary foreign workers is expected to decrease by 40 percent, while the intake of international students will be reduced by 10 percent.

Indian nationals, who make up a significant portion of Canada’s temporary workforce and international student population, are likely to face the brunt of these changes. Many highly skilled professionals, such as engineers, technicians, and scientists, may find it more difficult to renew their permits or obtain permanent residency.

These changes come amid economic challenges in Canada. Former Bank of Canada Governor Stephen Poloz noted that while new immigrants have temporarily bolstered the economy through increased consumption, the country is effectively in a recession. Rising inflation, followed by steep declines, has led to reduced consumer spending, further highlighting the economic struggles Canada faces.

As these policy changes unfold, the implications for Indian nationals and other immigrant groups will be profound, raising questions about their future in Canada and the broader impact on the country’s workforce and economy.
