STORYLINE:

On the outskirts of Mazar-e-Sharif, hundreds of refugee families huddle in the winter cold.

They are the internally displaced victims of war that international aid is supposed to reach.

However, the refugees claim this hasn't happened yet.

One refugee said they were not getting any aid, and they needed food, clothing, and something on which to sleep.

But a key bridge between Uzbekistan and Afghanistan is expected to reopen soon, allowing humanitarian aid through for the first time since 1996.

The opening of the so-called Friendship Bridge was announced on Saturday by U-S Secretary of State Colin Powell and Uzbek President Islam Karimov in Tashkent, the Uzbek capital.

Also near Mazar-e-Sharif, the Northern Alliance is on what it calls a "search and destroy" mission for remaining Taliban fighters.

Northern Alliance soldiers armed with rocket launchers and guns patrol the town of Balkh.

The Alliance says the Taliban are taking refuge among the local Pashtun population.

One local commander told Associated Press television several hundred Taliban were in the area.

However, APTN could not independently verify this.
