In Depth - 74th Constitution Amendment

This year marks the 25th anniversary of the historic 73rd and 74th amendments to the Constitution of India. These two amendments conferred constitutional status to local self governments in rural and urban areas.

Prior to these amendments, the Constitution recognised only states as sub-national entities.
There were three lists which identified the domain of governance, policy making and legislation. These were the Union, State and Concurrent list.

The objective of the 73rd and 74th amendments was to strengthen democracy at grass root level through local bodies.
