Why is the Government Building New Agra and Not Developing Old Agra?

Almost 5 million people live in this region of Uttar Pradesh, but the government is developing a new city 20 km away instead of expanding Old Agra. The reason is clear: Old Agra cannot grow anymore.

Because of Taj Trapezium Zone (TTZ) rules, heavy industries and big infrastructure projects are banned. After the Supreme Court shut down 455+ industries, Agra became overcrowded, tourism-dependent and infrastructure-exhausted. Growth completely stopped.

So the government is building New Agra — a planned Greenfield smart city across 60 villages in Etmadpur, next to the Yamuna Expressway. It will have modern industry, commercial hubs, residential sectors, logistics parks and tourism development. The project is led by YEIDA, the same authority developing the Noida International Airport (Jewar).

New Agra will be connected via Outer Ring Road, Inner Ring Road, Agra–Gwalior Expressway and Jewar Airport, giving direct access to NCR and global routes
