(Back story for those who don't know what's going on:)
Hercule took credit for defeating Cell, and they made a movie based-off of what he told the reporter. Then they showed it at the World Martial Arts Tournament for everyone to see. (The ZTV screen that appears when it first starts is a parody of Toei Animation's title card screen)
