Rules : 20L in each car. RPM and boost limiter to the max. Gears ratio, wings angle, toe and suspension height have also been tuned in the limits of what was allowed by the car/mod default settings.
As pointed out in the comments, the Toyota GT-One mistakenly has a very low top speed here, at least 20 km/h too low as compared to real life data.
The C9 top speed should be about 10 km/h higher at least.
Some drivers said the porsche 962 could reach about 400 km/h, but no official data seem to confirm that.
The Reynard 95i's braking handling seem much worse that reality, though it's an oval setup.
For a given car/driver, an error of 10 km/h in top speed impacts approximately 1.5 s in lap time only, because top speed is typically not reached very quickly and acceleration, braking and cornering phases are of primary importance.
