How Taiwan has improved its earthquake preparedness over 25 years

A 7.4 magnitude earthquake rattled Taiwan, but it isn't the first time a strong quake hit the island. The last deadly earthquake to shake Taiwan was in 1999. NBC News' Valerie Castro reflects on the island's earthquake preparedness improvements in the last 25 years.
