It's much more beneficial for a taxpayer to clean up their back taxes before they get a notice from the IRS or New York State or another state or city. Because if you come to them before they come to you, then the chances of getting those penalties waived are much much much greater.

If you already get a bill or a notice or a lien or a levy, god forbid or anything really bad, it's much harder to get the penalties debated because in their mind- in the government's mind- they've already given you enough time to kind of get this cleaned up and you have either ignore their notice or just ignored their visit, notice, phone call,
email, whatever.

Usually, it's by USPS by mail and then they're not really willing to be that patient anymore. Unfortunately, now they're going to be a little more aggressive and take some nasty actions in order to get paid.
