Once again, Premier Daniel Andrews has proved to be Australia's most Teflon coated politician as his government copped an "icy cold blast" from Victoria's anti-corruption watchdog, Sky News host Chris Smith says.

The Independent Broad-based Anti-corruption Commission (IBAC) released a damning report into the Victorian Labor Party after investigating allegations of branch stacking and misuse of taxpayer-funded staff.

Mr Andrews has apologised and accepted all 23 recommendations from the probe.

"So despite all the investigative hullabaloo, there'll be no further action taken," Mr Smith said.

"He's (Mr Andrews) escaped responsibility for the Red Shirts scandal, he's escaped responsibility for COVID hotel quarantine disasters, and now Operation Watts into widespread branch stacking is not his fault either."
