The Central Bank of Kenya, M-Pesa Policy Experience.

Safaricom, a leading Kenyan communications solutions provider conceived M-Pesa in 2005 and launched it in March 2007. In 2008, the Kenyan Ministry of Finance requested the CBK to conduct a risk assessment audit of the service. The CBK team decided to publicly issue a statement outlining their position on M-Pesa. The public statement, which discussed evidence gathered as part of due diligence on M-Pesa, included:

• M-Pesa's legal status.
• Description of type of service that M-Pesa offers in relation to existing regulations.
• Overview of the process undertaken in the authorization of M-Pesa's application.
