Who is Hector The Warlock of Melancholy? | Re Zero Season 2 Episode 20

Re Zero has always had its mysteries surrounding many of our characters since the very beginning. Now we are introduced to Hector The Warlock of Melancholy and for some reason he looks like Present Day Roswaal Mathers. So after seeing the creation of Sanctuary and why it happened... did Hector somehow possess Roswaal? If Hector didn't possess Roswaal... then did Hector hit him with a unseen power "Authority of the Witches"? Also since he's known as a Warlock.... does he have a Witch Factor?
