PLO leader Yasser Arafat took the oath of office on Monday (12/2) as president of the Palestinian Authority, in a solitary ceremony that emphasized his personal grip on power. Earlier on Monday, dozens of Palestinian scuffled with Israeli troops Monday in a protest over Israel's construction of a 6-foot-high cement fence around Rachel's Tomb, the site where the biblical matriarch is believed buried.
