This is by far the best Resident Evil Mod out there...and unfortunately, the last update says:
[UPDATE 7/7/2022. The project is cancelled for the moment.]
("for the moment" gives me some hope though)

Setting this storyline in a normal Raccoon City with people living an ordinary day was a great idea, that's why it's such a shame they had to cancel it. A complete edition of this would've turned out being amazing, I'm sure of that.

Synopsis:
The clock is ticking. While the Raccoon City outbreak takes place, the last survivors of the city are barricaded within the RPD with barely any supplies, and panic is taking over. Playing as Kevin Ryman from the Outbreak series, you'll have to resist inside and outside the RPD, managing the few resources at your disposal and making sure that survivors don't die. For this, there will be new gameplay mechanics, and you'll have to choose carefully what you want to do, leaving room for dozens of outcomes. Not only your actions will affect the course of the story, but also the moment in which you do them, as there is an internal timer.
