Sorry again for not having a video last week. It seems that for some Xbox and PC Gamepass players the legendaries were not spawning again.
Thankfully this week seems to be working...for now. Details below.

Note: I can not confirm that this helped with the non spawning issue but I disabled multiplayer online and cross play support in options menu prior to catching Goldstein. Before that I tried for over an hour with no luck when both options were enabled.

Goldstein is located south of Shoshone Step trail head.

Time of Day - Day
Rod - Chief Consul (Baitcasting)
Reel - Mediator (Baitcasting)
Line - 66.14 lb (Fluorocarbon)
Lure - Popper size 3
Technique - 3x speed, twitching. Quick or short cast, reel for 10-15 seconds and repeat.
